It was announced that this would be the case months in advance. Players knew their lists would be made public once they made it into top 8, and knew that they would be able to look at their opponent's deck lists before they played out the top 8. This is not an uncommon structure for events.

Why are the extra decks not published? I'm kinda curious what the fusion deck for the Cyber Stein Gate was.
