Shinato
Overview
Shinato decks ritual summon the fairy god with support from Manju of the Ten Thousand Hands, Senju of the Thousand Hands and Sonic Bird. Though Tsukuyomi and Book of Moon are common in most ritual decks, there is usually a higher emphasis placed on them in Shinato decks, thanks to the fairy's burn effect.
In order to more easily pay the tribute cost for Shinato, one of two methods are typically used. The first involves using Toon Table of Contents to search for Blue-Eyes Toon Dragon, an eight-star that completely fulfills the cost. The second method uses the ritual search effects already played in order to find a lone copy of The Masked Beast, which can also be used by itself to fulfill Ark's requirements.

Deck List
This list opts for The Masked Beast as an Ark enabler, since it takes up less space in the deck. A nice balance of Light and Dark monsters, Masked Beast included, allows for Black Luster Soldier.
Back to Square One makes full use of the extra search effects of the deck and is extremely disruptive if used at the right time. A full three Shinato and his Ark are played partially to enable Square One more than it otherwise would be.
Royal Decree was chosen against a greater trap lineup in order to better protect Shinato from battle traps. This comes at the cost of cards like Mirror Force, Ring of Destruction, and Sakuretsu Armor, which could all be used to protect the decks other, much smaller, monsters.
