Overview
Flip Control (also known as Flip Flop) decks abuse the power of Tsukuyomi as much as (or even more so than) the infamous Goat Control. Instead of using the spellcaster spirit to recycle Thousand Eyes Restrict's effect, though, the deck combines her with Magician of Faith and Mask of Darkness to infinitely re-play some of the most powerful spells and traps in the format.
The deck has historical significance, as Michael Rosenburg piloted the deck to a top 8 finish at SJC Los Angeles in 2005. His, and many modern versions, used Mask of Darkness to lock the opponent out of the game entirely by recycling and playing Time Seal every turn.
With or without Seal, the deck hopes to gain enough card advantage to overwhelm the opponent, then it will either poke at them with its smaller monsters, or find and play a game-ending Black Luster Soldier.

Variants
Chaos Flip Control
Chaos Flip Control combines the Flip Control core with that of a chaos deck, usually Chaos Turbo. This gives it access to Night Assailant as an additional flip target, as well as Chaos Sorcerer for a more consistent clock. Thunder Dragon and Assailant allow for discard traps, like Phoenix Wing Wind Blast, as well.

Additional Card Options
Apprentice Magician is sometimes played because of its ability to find Faith. Old Vindictive Magician is often used as an additional search target that can act like a Swarm of Scarabs if Tsukuyomi is in hand. This gives more consistency to the deck at the cost of space. These versions tend to have even more trouble closing the game out in a timely fashion.
