Ectoplasmer Control
Overview
The continuous spell card Ectoplasmer and the effect monster Malice Doll of Demise were designed for each other. Each end phase, Malice is tributed to Ectoplasmer, only to return the next turn. The same cannot be said for the opponent's monsters. In Ectoplasmer Control, this interaction is combined with Card of Safe Return (CoSR) in order to gain massive amounts of card advantage over the opponent.
Revival Jam is another popular card in the deck. Should its effect be activated, it will trigger CoSR for extra card draw. It's also great as a floater, making tributes for large monsters easier. Usually, Mobius the Frost Monarch or Horus the Black Flame Dragon LV6 are the tribute monsters of choice. Mobius for the extra removal (adding to card advantage) and Horus for its immunity to Ectoplasmer.

Deck List
This list takes advantage of the high Water count with two Abyss Soldier. Mobius, Jam, Tribe, and Sinister are all potential discard fodder for Soldier, who can even bounce himself to avoid Ectoplasmer's tribute effect.
Soul Exchange is a common partner to Mobius, but it serves an additional role in the deck. Because it does not specify that the the tribute must be for a summon, it can be used to force the opponent to tribute a monster to Ectoplasmer instead of you.

Additional Card Options
Any monster which returns itself to the hand is viable in the deck, as it dodges Ectoplasmer's tribute effect. Asura Priest and Tsukutomi are the most popular of these monsters. Priest is especially relevant, as it clears Scapegoat tokens to make Ectoplasmer more effective.
Because Ectoplasmer only hits face-up monsters, anything that can flip itself face down is also playable. PACMAN specials like Swarm of Scarabs and Medusa Worm work. Moai Interceptor Cannons is even viable thanks to its high DEF stat.
Light of Intervention stops the opponent from setting monsters so Ectoplasmer will always kill something. Playing it means the aforementioned self-flippers are out of the question for the Ectoplasmer pilot, though.
